Commissioner Sue Rocca, Republican of Sterling Heights, was born May 12, 1949, in Delaware, Ohio, to Ralph and Sadie Marshall. She is married to State Representative Sal Rocca. After graduating from Rutherford B. Hayes, her hometown high school, she attended Ohio's Bowling Green State University. She later transferred to North Central Michigan College in Petoskey, Michigan, and received her Associate's Degree in Nursing. During her 25-year career as a Registered Nurse, Rocca served as Head Nurse of Lockwood MacDonald Hospital's psychiatric unit in Petoskey for five years and was employed by Beaumont Hospital in Troy for 16 years. Sue was appointed by Governor James Blanchard to serve as a member of the Michigan Health Occupations Council in 1986. She served on the Council through 1994 and was a member of its executive board. In 1992 Sue Rocca was elected to the Macomb County Board of Commissioners. In 1994 Sue was elected to the Michigan House of Representatives, and she was re-elected in 1996 and 1998. While serving in the Legislature, Sue was appointed to serve on some of the most important committees in the State Legislature, as well as being named Chairperson for the House Committee on Regulatory Reform. As a State Representative, Sue sponsored several bills which were signed into law, including legislation to prosecute drug dealers who use children in the drug trade, as well as the bill which criminalizes the unauthorized use of Ketamine, a dangerous date rape drug. In addition, Sue was the author of the Veterans Fundraising License Plate, to raise money for the Vietnam Veterans Memorial at the State Capitol, and also to provide funding for other veterans causes. The "patients bill of rights" which helps provide safeguards to protect healthcare consumers.
Requiring the posting online of all information regarding all bills, proposals, and resolutions introduced in the Michigan House and Senate.
Creation of the Adopt-A-River program.
Established "punk prisons" to lock up dangerous juvenile criminals.
Amend the Michigan Telecommunications Act to set penalties when telephone companies switch customers' service without the customers' consent.
Provide automatic tax relief for Michigan taxpayers by automatically increasing the personal exemption with increases in inflation.
"Double Bunk" state prisoners, placing two prisoners to a cell, thereby increasing prison capacity and reducing cost to the taxpayers.
Provide prescription drug assistance for senior citizens.
Provide full funding for public schools, keeping the promise of Proposal A.
Reducing Michigan's state income tax to 3.9%, the lowest level in more than 20 years.
Income tax reductions for senior citizens and retirees.
Reducing Michigan's single business tax.
Tuition assistance for Michigan citizens attending Michigan colleges and universities.
Throughout her time in office as a State Representative, Sue maintained a 100% attendance record, never missing a single day of House session. In 2000, Sue was again elected to the Macomb County Board of Commissioners. While serving as a member of the County Commission, Sue has worked to expand the jail reimbursement program so that jail inmates would reimburse county taxpayers for the cost of their incarceration. She utilized her healthcare background to promote quality healthcare for Macomb's residents and earned a reputation as a champion for senior citizens. She also worked on reforming the county animal shelter to ensure the humane treatment of animals. During Sue Rocca's tenure, the county has received numerous awards and national recognition for providing the highest quality services while maintaining the lowest property tax rate in the entire state. She is an advocate for legislative proposals to help the elderly and a fighter for the taxpayers of her district. Sue supports tough anti-crime measures. Constituent services, safe streets, quality healthcare, lower taxes, and prudent expenditure of taxpayers funds are Sue Rocca's primary objectives.
