Individual Development Account Program and the American Dream Downpayment Initiative


Opening the door to your new home

Macomb County Community Services Agency's Individual Development Account (IDA) Program and the American Dream Downpayment Initiative (ADDI) provide Macomb County residents with an opportunity to build resources with the goal of purchasing their first home in Macomb County. People enrolled in the program make monthly contributions to a savings account and Macomb County Community Services Agency (MCCSA) matches these contributions. The combined savings account is used for the down payment and closing costs on the purchase of their first home in Macomb County.

Upon completion of the program, successful participants will be an informed homebuyer and will have obtained important information on home ownership. They will also have the funds to purchase their first home and continue to have access to an MCCSA case manager for assistance and referrals.

The American Dream Downpayment Initiative (ADDI) is not accepting new applicants at this time.


Why should I enroll in this program?

Homebuyers who enroll in the IDA program are afforded the opportunity to have hand-on, personal assistance with the often confusing home buying process.

Persons in this program are able to become a more informed and prepared buyer

Persons enrolled in this program also receive added support, assistance and ongoing encouragement even after they have made their purchases.


What are the eligibility requirements?

The IDA and ADDI programs have different eligibility requirements. The American Dream Downpayment Initiative (ADDI) is not accepting new applicants at this time. Please refer to the chart below.

Individual Development Account (IDA) Program

American Dream Downpayment Initiative (ADDI)

Must be a Macomb County resident and purchase home in Macomb County.

Must be a Macomb County resident and purchase home in Macomb County. St. Clair Shores and Warren are exempt.

Must have a child in the home under the age of 18.

Single individuals may apply.

Must be working 30 hours a week and have been on the job for 90 days (earned income).

Income may be from any source.

Income eligibility = TANF guidelines

Income eligibility = 80% of Area Median Income (AMI) or below. Income recalculated every six months.

Must attend a minimum of 30 hours of financial education and asset-specific training authorized by MCCSA.

Must save $1,000 and will receive $3,000 in match funds. Minimum monthly deposit is $20.

No payback on match funds.

Must remain in home for 5 years or payback of 20% per year.


There are other requirements that must be followed for participation in the program.

    • Complete an application and pre-program orientation with the Case Manager.
    • Open a saving account at a designated bank and make the minimum deposit each month into the account through an employer sponsored direct deposit program.
    • Authorize a credit report.
    • Maintain monthly contact with the Case Manager.
    • Maintain "Participant in Good Standing" status. A "Participant in Good Standing" is someone who makes regular monthly deposits and continues to meet program activity requirements.


How are the savings accounts managed?

Participants make monthly contributions to their savings account and MCCSA is the custodian of the matched funds account. Each month the participant receives information for the savings account. Your case manager is also an authorized signer on the savings account.
