Biographical Information

Macomb County Clerk / Register of Deeds Carmella Sabaugh was born in Detroit. Orphaned at age eight, Carmella was raised by an aunt and uncle and later graduated from Denby High School. She also attended Wayne State University.

A Warren resident since the1970s, Carmella was elected to the Warren City Council from 1975-1979. She was elected Warren City Clerk in 1979. Carmella was first elected Macomb County Clerk / Register of Deeds in 1992 and was re-elected in 1996, 2000 and 2004.
The mother of five children, graduates of Warren Woods Public Schools and Michigan colleges and universities, Carmella was honored as Italian American "Woman of the Year" in 2005 by the Italian Cultural Center.

FAST PASS  Macomb County Clerk / Register of Deeds Carmella Sabaugh's "FastPass" allows the public to avoid lines by making appointments for birth records, business registrations or marriage applications. Customers can also prepay any fees that are involved. When a FastPass user arrives at the clerk's office, they will use a phone with Internet access or a computer in the lobby to notify the staff that they have arrived.

JUROR PAGERS  Over 18,000 Macomb County jurors will no longer endure boring days in a crowded waiting room with Macomb County Clerk / Register of Deeds Carmella Sabaugh's new paging system giving them the freedom to roam downtown Mount Clemens. Jurors may shop or simply get some fresh air while waiting to be sent to a courtroom.

ONE DAY/ONE TRIAL   With the help of Circuit Court Chief Judge Antonio Viviano, Carmella Sabaugh got approval for a one-day/one-trial jury system letting most Macomb County jurors serve jury duty for only one day, unless they actually get picked for a trial.  Not only is the system more convenient for the public, but it actually saves money for the county!

JURY ROOM BOOKS  Made books and magazines from the countywide library system available in the jury room so jurors have a wide selection of reading material while they await selection. 'FOLLOW THE MONEY'    Placed Macomb County among the most accountable in Michigan by putting county and local candidates' campaign finance reports on the Internet free of charge. The system has improved compliance with campaign finance rules because candidates know their reports are easily viewable by the public. It's amazing how much more legible the reports are and how much more quickly candidates file them when they know people are watching. The system lets people, "Follow the money."

COURT CASE INDEX   Residents wanting to know if a contractor has a Macomb County criminal case may now find out. Sabaugh was able to put the Macomb County Circuit Court case index on the Internet . This improves customer service because no one will have to come to the clerk's office to find out if there are any cases filed against a particular business or person, or to look up a case number. Macomb was only the third county in Michigan to offer this service.

FAX REQUESTS   If you want a copy of a circuit court judgment or other item from a court file, you no longer have to drive to the clerk's office. Sabaugh's office accepts fax requests for court documents and will even fax them back to you or send them via overnight mail. Get the fax form by calling 888-99-CLERK and requesting document #5000.

NEXT DAY DELIVERY    When a document absolutely, positively has to get there overnight, Sabaugh's office complies and was the first county clerk office to offer overnight delivery services for birth certificate requests and other vital records. BUSINESS REGISTRATIONS   Entrepreneurs starting a business can spend time working in their business rather than driving to the clerk's office to find out if the sole proprietorship or partnership name they want is already in use because Macomb County assumed name business registrations are now the Internet. PPO ASSISTANCE CENTER    Victims of abuse now have help because Sabaugh started a Personal Protection Order Assistance Center to help people complete court forms and understand the legal process.  
MOBILE BRANCH OFFICE   Carmella Sabaugh started a "Mobile Branch Office" to bring clerk's office services to people who are unable to drive to Mount Clemens during working hours. This service brings most county clerk functions to local communities with no additional cost to the county.

JUROR BUS SERVICE   She was the first county clerk in Michigan to offer jurors summoned for jury duty free bus rides to and from the courthouse. People who do not have transportation may still perform their civic duty. This service is provided at no additional cost to the county.

COMPUTERIZED SCANNING   Carmella Sabaugh was the first county clerk in Michigan to use computerized scanning and indexing for the register of deeds. All deeds are recorded the same day they are filed, posted on the Internet within just a few days, and returned to the filer usually within the week.

CREDIT CARD PAYMENTS   Carmella Sabaugh was the first county clerk in Michigan to accept credit card payments for court filings and vital records, making paying for services easier, especially if you don't know the cost of the services you need ahead of time.  
AUTOMATIC PHONE CALL   Carmella Sabaugh enabled the public to initiate an automatic phone call from the clerk's web site. Although there is plenty of useful information on the county clerk's web site, she knows it's no substitute for personal service. That's why, with a click of a button, your phone will ring and a member of Sabaugh's staff will be on the phone to assist.  

DIGITAL VITAL RECORDS    The office scans and digitally images all vital records making retrieval quick and efficient, minimizing the wait time for customers requesting birth certificates and other records.

JUDGE SELECTION   Sabaugh ended potential "judge shopping" by computerizing judge selection when lawsuits are filed. Judges are randomly selected when a new court case is opened and the identity of the judge is not revealed until after the filing fee has been paid.  
COURTROOM PAYMENTS   Sabaugh stopped cash payments from being made in courtrooms by requiring all payments to be made and logged through the clerk cashier window.  
SUPPORTS LEGISLATION   Sabaugh supports legislation such as straight-party voting, no reason absentee voting and making Election Day a federal holiday.  

JUROR QUESTIONNAIRES   Supported and, with the help of State Representative Steve Bieda, helped pass legislation removing the requirement that clerks mail juror questionnaires to people who are prohibited by law from serving on jury duty.

ELECTION SUPPLIES   Sabaugh was also the first Michigan county clerk to purchase election supplies using a competitive bid process. This has saved Macomb County hundreds of thousands of dollars in ballot printing costs and other costs.
