Housing Investment Partnership Act (HOME) Program

The HOME Program is a block grant program specifically for housing that is funded by the U.S. Department of Housing and Urban Development (HUD). The HOME Program allows for the repair and development of housing for both owner and renter households.  It also, allows for financial assistance to owner and renter households. Traditionally, the bulk of the Urban County’s HOME funds have been invested in housing repairs for homeowners.  This program is described under housing rehabilitation

The HOME Program allows the municipal recipient, or Participating Jurisdiction (or PJ), to undertake a broad array of housing activities not permitted in the Community Development Block Grant program.  The design of the programs is at the discretion of the PJ, provided that the program is eligible and address priority needs identified in the PJ’s Consolidated Plan.

In 2006, Macomb County partnered with Clinton Township, Roseville and Sterling Heights to form the HOME Consortium.  Though newly formed, this group is working together to address the housing needs of some of Macomb County’s most vulnerable populations.
